How do I convince the celebrity/publicist/manager for a interview at celebrity's house, set or studio? I want to have a face-to-face interview and not via video/voice call. My boss approved my proposal.

Avoid any and all feeling that you're only doing this so you can swoon over the celebrity. Open with how this interview will benefit the celebrity. Give good reasons why in-person is better than a video feed. Pique interest with one or two interesting, unique questions that the celebrity will want to answer. In the end, if the celebrity agrees to it, even if by video or at another location, that's still better than no interview at all.
