A lot of this just comes down to hinting that you're interested in them. One way to do this is with some playful teasing or joking. If they mention they like your shirt or something, you could say, "Oh my goodness, are you flirting with me?" and then just laugh it off. This creates a little bit of tension and puts the possibility out there. And just don't push too hard or emphasize physical touching to flirt. A lot of people don't like that and they won't respond well to it.
