No, this profession is not licensed. That is, if you put up a sign on your door saying you're a doctor, or a lawyer, then you are breaking the law, unless you actually hold those degrees and have passed the bar, for lawyers. Those professions are protected. But anyone can put up a sign saying they are a journalist. Your clients will decide if they like your product and come back for repeat business. If they don't, you'll have to find a different field. You do need to apply for a press card if you want access to certain events.
