The instructions from scratch for the garment has a elasticized ruffle that rests off the shoulder with an opening under to allow the arms to pass through. The ruffle would function like straps if they are not pushed off the shoulders. If you are unsure of how it will fit before sewing, use safety pins to hold it together and try it on. Make your adjustments then repin/baste for sewing.
