Not a lipstick, but soaking a colored pencil in hot water for 5 - 10 minutes can make a great lip liner, as long as the pencils are non-toxic.

Another good way to make lip gloss is to use the petroleum jelly, but instead of eyeshadow, use Kool-Aid mix. This can be a lot cheaper, and works just as well.
