Steps
Create a nation, if you haven't already. This nation will be the founder of the new region.
Go to your current region's page and click on "Tired of life in (region name)?".
Click on any button offering to create a new region.
Enter a region name and adjust the settings of the new region. The World Factbook entry is a public description of the region, and the boxes below can be checked or unchecked to determine the regional security.
