Multiply those values together to get 128 inches (330 cm), which you then divide by 144 to get .89 square feet (0.083 m2). Finally, divide 27 square feet (2.5 m2) by .89 square feet (0.083 m2) to get 30.33, which you could round up to get 34 cinderblocks.
