This is when there's an accident or there are emergency vehicles on the side of the road and people slow down while they're driving to take a look. Not only is this dangerous, but it contributes to traffic buildup, since you're naturally going to slow down to take a look at the side of the road. When you slow down, the car behind you slows down, and so on. Just don't rubberneck!
